What is the Olene S. Walker Transition to Adult Living Scholarship?

In 2003, Governor Olene S. Walker initiated the Transition to Adult Living (TAL) program to assist young people leaving foster care or the Unaccompanied Refugee Minors Program to adjust successfully to independent adult living. One of Governor Walker’s major objectives was to encourage education after high school and to prepare recipients for well-paying jobs that provide health and retirement benefits, and the opportunity for career advancement.
The Olene S. Walker TAL Scholarship was created under the direction of my529 to provide critical financial support to motivated young people so they can complete a college or graduate degree or a certificate of skill in a trade or program of their choice.


Who qualifies for the TAL scholarship?
Applicants must meet the following requirements to be eligible for the TAL Scholarship:
- Submit documentation from the Department of Children and Family Services or the Unaccompanied Refugee Minors Program that verifies TAL Foster Care Eligibility or Unaccompanied Refugee Minors Eligibility.
- Be younger than age 26 at the time of initial application.
- Be admitted to a Utah System of Higher Education institution.
- Be a Utah resident.
- Be a U.S. citizen or legal resident.
- Complete and submit the Free Application for Federal Student Aid (FAFSA) form and qualify for a Pell Grant.

fall 2026 semester is April 15
